SÉPTIMA REUNIÓN DE NEGOCIACIONES PARA LA BÚSQUEDA DE CONSENSOS

Brasilia, Brasil - Del 21 al 25 de marzo de 2006

INVITACIÓN ABIERTA

El Presidente del Grupo de Trabajo encargado de Elaborar el Proyecto de Declaración Americana sobre los Derechos de los Pueblos Indígenas tiene el agrado de extender su invitación abierta a los representantes de los Estados Miembros de la Organización de Estados Americanos (OEA) y a los representantes de los pueblos y organizaciones indígenas de las Américas a participar en la Séptima Reunión de Negociaciones para la Búsqueda de Consensos del Grupo de Trabajo, que se llevará a cabo en Brasilia (Brasil), del 21 al 25 de marzo de 2006.

Esta invitación abierta se hace en cumplimiento del mandato de la resolución AG/RES.2073 (XXXV-O/05) adoptada en la Asamblea General de la OEA celebrada en Fort Lauderdale, Estados Unidos de América, en junio de 2005, y a partir de la decisión del Grupo de Trabajo, reunido el pasado 24 de enero de 2006, de iniciar los preparativos para la próxima reunión de negociaciones.

La Séptima Reunión de Negociaciones se desarrollará con la misma metodología utilizada en las Reuniones de Negociación previamente celebradas. Durante la Séptima Reunión se considerarán las secciones Sexta y Primera del Proyecto de Declaración Americana sobre los Derechos de los Pueblos Indígenas. La Agenda de esta reunión fue aprobada por el Grupo de Trabajo y distribuida como documento GT/DADIN/doc.241/05 rev.2.

Los documentos base para las negociaciones serán los siguientes:

1. Para la Sección Sexta:

* Texto Consolidado de la Presidencia (GT/DADIN/doc.139/03)

* Nota del Presidente del Grupo de Trabajo sobre las nuevas propuestas para enmendar la Sección VI del Texto Consolidado de la Presidencia, recibidas del Cónclave de los Pueblos Indígenas de las Américas que participa en el proceso de la elaboración de la Declaración Americana sobre los Derechos de los Pueblos Indígenas (GT/DADIN/doc.244/06)

2. Para la Sección Primera:

* "Resultados de las Seis Reuniones de Negociación para la Búsqueda de Consensos celebradas por el Grupo de Trabajo" (GT/DADIN/doc.236/05 rev.1)".

La sede y la fecha de la reunión serán objeto de un proyecto de resolución del Consejo Permanente de la OEA, documento que se distribuirá en su oportunidad.

El mecanismo para la participación de los representantes de los pueblos indígenas en esta Séptima Reunión de Negociaciones será similar al establecido en las seis Reuniones de Negociación previamente celebradas. Este mecanismo ya acordado por el Grupo de Trabajo, se encuentra contenido en el documento GT/DADIN/doc.140 rev. 1.

Para los efectos de esta invitación abierta, se solicita a los pueblos indígenas ratificar a su representante, experto o líder indígena que participó en la Sexta Reunión de negociaciones, o en su defecto designar a uno nuevo, a más tardar el día miércoles 15 de febrero de 2006 (la Junta de Selección se reuniría el viernes 17 de febrero). Se ruega confirmar dicha decisión a la Secretaría de Cumbres de las Américas de la OEA (summitcso@oas.org) (fax: 202-458-3665).

Working Group to Prepare the Draft American Declaration on the Rights of Indigenous Peoples

SEVENTH MEETING OF NEGOTIATIONS IN THE QUEST FOR POINTS OF CONSENSUS
Brasilia, Brazil, March 21 to 25, 2006


OPEN INVITATION

The Chair of the Working Group to Prepare the Draft American Declaration on the Rights of Indigenous Peoples is pleased to extend an open invitation to the representatives of the member states of the Organization of American States (OAS) and the representatives of the indigenous peoples and organizations of the Americas to participate in the seventh meeting of negotiations in the quest for points of consensus, to be held in Brasilia, Brazil, from March 21 to 25, 2006.

This open invitation is issued in keeping with the mandate contained in resolution AG/RES. 2073 (XXXV-O/05), adopted by the OAS General Assembly at its regular session held in Fort Lauderdale, Florida, United States of America, in June 2005, and with the decision by the Working Group, at its meeting of January 24, 2006, to begin preparations for the next meeting of negotiations.

The seventh meeting of negotiations will be conducted according to the same procedure followed at the prior negotiation meetings. The seventh meeting will be for consideration of the sixth and first sections of the Draft American Declaration on the Rights of Indigenous Peoples. The Agenda for this meeting was approved by the Working Group and distributed as document GT/DADIN/doc.241/05 rev. 2.

* Note from the Chair of the Working Group on new proposals to amend Section VI of the Chair's consolidated text, received from the Indigenous Peoples' Caucus of the Americas, which participates in drafting the American Declaration on the Rights of Indigenous Peoples (GT/DADIN/doc.244/06)

2. For section one:

* "Outcomes of the Six Meetings of Negotiations in the Quest for Points of Consensus Held by the Working Group" (GT/DADIN/doc.236/05 rev. 1)

The date and site of the meeting will be the subject of an OAS Permanent Council draft resolution, to be distributed in due course.

The mechanism for participation by representatives of indigenous peoples in this seventh meeting of negotiations will be similar to that established for the six prior meetings. This mechanism, already agreed upon by the Working Group, is described in document GT/DADIN/doc.140 rev. 1.

For the purposes of this open invitation, the indigenous peoples are requested to reconfirm the representatives, experts, or indigenous leaders who represented them at the sixth meeting of negotiations, or else to designate a new representative, no later than Wednesday, February 15, 2006 (the Selection Board will meet on Friday, February 17).
